Himmler explained in his memorial speech quoted here from a photocopy of the Institut fur Zeitgeschichte in Munich: 'But I know from countless conversations with Heydrich what this man, who was compelled to be outwardly so hard and severe, had inwardly often suffered and had to contend with, and what price he had to pay to make decisions and act according to the law of the SS, which obliges us "to spare neither our own nor the blood of others if the life of the nation demands it".'
