Decree of 4th February 1933; it provided for restrictions on the freedom of assembly and the press, since - as the official explanation had it - the warning 'to avoid everything that could cause public unrest and endanger public safety . . . had not been complied with'. The decree was the first measure to be taken in the initial election campaign and was invoked almost exclusively against the SPD and KPD. See Horkenbach,1933.
